This one-day specialty training is intended for LE, prosecutors, advocates, victim witness specialists and other community collaborators. Stalking is a complex and commonly occurring crime, particularly in situations of interpersonal violence. Victims often suffer fear of death or great bodily harm, some for years, impacting their ability to live life normally. A strong indicator of lethality in cases of interpersonal violence, stalking cases need to be properly and fully investigated.
Captain Randy McAlister, Cottage Grove Police Department and FBI - Task Force Officer - Minneapolis Division will provide an in-depth analysis of stalking investigations, using specific case facts to illustrate how individual facts can be used to build a prosecutable stalking case. Information will be provided on some of the newer means available to the stalker for monitoring and harassing their victim, and participants will work through fact scenarios to develop their ability to recognize stalking, investigate it, protect the victim, and win a stalking charge.
Jeni Haddad, Director of Family Support Center, Chippewa Falls and Assistant Attorney General Miriam Falk will discuss victim impact and safety issues, as well as strategies for successfully prosecuting these important case.

Miriam Falk and Randy McAlister
Miriam Falk is an Assistant Attorney General in the Division of Law Enforcement Services, Training and Standards Bureau. Miriam previously worked as a prosecutor for the Milwaukee County District Attorney's Office for 27 years. She has a bachelor's degree in psychology from Marquette University and a Juris Doctor from the University of Wisconsin - Madison.
Captain Randy McAlister has been involved in the delivery of emergency services for over twenty years as an EMT, paramedic and police officer.
In 1998 he was hired as a police officer / paramedic and is currently a Deputy Director of Public Safety / Police Captain in charge of the Investigative division and threat management. He was also a team commander on the Washington County SWAT team. In 2014 Randy co-founded and co-facilitates two community-based Threat Advisory Groups (TAG) in the Twin Cities metro area. He also created a Case Management Unit (CMU) in his own department that specializes in the long-term management of mental health cases and cases of concern for targeted violence–the goals of which are intervention, prevention, mitigation, and getting folks back on healthier paths.
Jeni Haddad has been involved in anti-violence work for over 15 years. She has been the Domestic Violence Program Director at Family Support Center since 2013 and worked at domestic violence shelters in both Minnesota and Wisconsin prior to that. Jeni taught college-level classes between 2010-2017 and taught a Gender and Violence course at multiple universities during this time period. She is one of the co-facilitators for End Abuse WI’s Restraining Order trainings and has co-facilitated in multiple WI DOJ trainings centered on advocacy for survivors of domestic violence and sexual assault.
